📄 Finance Department: Paperless Bill System for Non-Salary HR Claims via SPARK (TR-59C Format)

The Kerala Finance Department has extended the paperless bill submission system to include all Non-Salary HR claims and pay & allowance/arrear claims generated through SPARK in TR-59(C) format.
- ✅ Enabled with document upload facility
- ✅ Pilot implementation started in April 2025 (Finance & Treasury departments)
- ✅ Complete rollout across all departments by July 2025
Treasury officers are instructed to guide DDOs for paperless bill submission and report implementation progress within 2 months.
